Understanding Federal emergency flood response

Hurricane Irma’s devastation along Florida’s Gulf Coast and the ongoing flooding problems in Houston have put an unprecedented strain on Federal emergency response. The burden is particularly heavy on the U.S. Army Corps of Engineers.


For the third time this week, our colleague Gen. (ret) Don Riley appeared on FOX News to discuss the challenges of responding to two Category 5 hurricanes.  Don also discussed the likely impact on Federal permitting evaluations.


As background, Don commanded Army Corps of Engineers Emergency Response operations from 2004-2008. He joined Dawson & Associates in 2010.
