Joe Tyler, Presidential Rank Award winner who led successful reforms in Corps of Engineers, joins Da

Dawson & Associates is honored to welcome Joe Tyler, formerly the highest-ranking civilian (SES-2) in the U.S. Army Corps of Engineers Military Mission Area, to our firm.

A recipient of the U.S. Army’s highest civilian award and the Presidential Rank Award, Joe’s experience includes the Corps’ military, civil works and foreign military sales programs.


As USACE Deputy and Director Military Programs from 2006 thru 2009, Joe led a staff of 200 senior level personnel overseeing programs that exceeded $30 billion per year. He also co-led the development of “MILCON Transformation,” the Corps’ successful effort to standardize facility designs and construction, which saved the Army almost $750 million in design and construction costs over six years.


From 2001 to 2006, Joe was Chief of the Corps’ Program Management and Integration Divisions. He and his staff successfully integrated all military mission programs to provide leadership with a comprehensive view of program status and implementation readiness.


Among Joe’s other notable accomplishments, he pioneered use of inland navigation “in-the- wet” design and construction techniques using a float-in dam while Chief Engineering Division, Pittsburgh District.
