Major General (Ret) Rick Stevens

Senior Vice President & Director of Business Development
During his 35-year career in the U.S. Army Corps of Engineers, Rick held multiple senior leadership positions overseeing all aspects of Corps processes, policy and environmental permitting.

In 2014, the Army selected Rick to serve as the Deputy Chief of Engineers and Deputy Commanding General of the U.S. Army Corps of Engineers, a position he held until 2017. As Deputy Commander, Rick oversaw daily Corps operations, including policy and planning, in execution of the Corps’ approximately $26 billion in annual operations.

Simultaneous to his duties as Deputy Commander, Rick also served as the Corps’ Chief Management Officer, a position that required global policy and planning oversight for both Civil Works and Military Programs.

 

Rick’s leadership in the Army Corps of Engineers also included serving as Commander of the Corps’ Pacific Ocean Division in Honolulu, Hawaii from 2011 to 2014. During Rick’s command, the Pacific Ocean Division achieved its first ever Regional ISO 9001 Certification and completed 35 U.S. military construction projects worth more than $850 million.

In the face of enormous political and fiscal challenges, Rick directed the military construction component for the two largest host-nation programs in Army Corps of Engineers history – the $10.7 billion multi-year Korea Transformation Program and the $15.8 billion multi-year U.S.-Japan Defense Policy Review Initiative.
