Former Chief of Army Corps of Engineers Regulatory Program joins Dawson


Dawson & Associates is pleased to announce that Mark Sudol, who oversaw U.S. Army Corps of Engineers’ responses to two major Supreme Court environmental decisions, has joined our firm.



Mark’s exceptional 25-year career in senior federal environmental permitting includes 5 years as Chief of the U.S. Army Corps of Engineers Regulatory Program. During this time, he led the Corps’ regulatory responses to the U.S. Supreme Court’s Rapanos and Northern Cook County decisions. These decisions each required substantial changes to federal environmental permitting rules involving Waters of the U.S.


Specifically, Mark’s department oversaw drafting of “significant nexus” guidance and policies from these decisions involving navigable waters and disputes on the definition of WOTUS.


Mark’s Corps of Engineers career also includes time as Acting Director for the Operations and Regulatory Program at Corps Headquarters.
