Fred Anthamatten


Fred Anthamatten, who spent more than 30 years with the U.S. Army Corps of Engineers, Galveston District has joined Dawson & Associates as a Senior Advisor.

During his career in the Corps of Engineers’ Galveston District, Fred served seven years as head of the Regulatory Branch and 13 years as head of the Enforcement Section. During this time, he was instrumental in developing and implementing program policies and changes in program regulations.


Fred was one of the original reviewers of the Corps’ 1987 Wetland Delineation manual and was the sole Corps regulator involved with the PEMEX oil spill clean-up in South Texas.  He had policy-related roles in several litigation cases involving the Corps’ pipeline policies, jurisdictions over coastal flats, and the Migratory Bird Rule.


Fred joined the Corps in 1977 as a field biologist performing investigations along the Texas coast.  In later years, he was responsible for jurisdictional determinations of Clean Water Act regulated waters.


He has a Bronze Order of the de Fleury Medal and was named “Supervisor of the Year” by Army Corps of Engineers, Galveston District.


Fred has a B.S. degree in oceanographic Technology (Biology) from Lamar University.
