D&A colleague Tom Sands provides insight on recent flooding in Louisiana in today’s Congress Blog.

Before joining Dawson in 2005, Tom was Commanding General of the Army Corps of Engineers Lower Mississippi Valley Division and President of the Mississippi River Commission.
