Senior Advisor
After three decades with the U.S. Army Corps of Engineers, John is an expert in the economic analyses involved with water resources planning 
and federal policy.

For more than a decade, John was National Manager for the Corps of Engineers’ planning program for large-scale water resources projects. This included the $140 million General Investigations Program and the Corps’ operations in the Florida Everglades, Rio Salado, Oakland Harbor, Savannah Harbor, Columbia River Channel deepening, and New York-New Jersey Harbor navigation. 


As one of the top economists in the Corps of Engineers, John gained a deep understanding of how the Corps applies economic analysis to pending projects. 


John honed his economic skills as Senior Economist and Program Manager at Corps of Engineers headquarters. He prepared multiple water resource economic analyses including the Los Angeles-Long Beach Harbors and Oakland Harbor.
