An expert in federal real estate law and policy, Liz has extensive knowledge of the complexities involving federal land acquisition, use and transfer.
During her 30-year career as an attorney with the U.S. Army Corps of Engineers, Liz supported Army real estate mission elements worldwide. She served in various positions in the Directorate of Real Estate, including Chief, Civil Works Branch; Chief, Land Acquisition Division; and as Deputy Director of Real Estate. She became the first Assistant Chief Counsel for Real Estate and served from 2004 through 2011.
Her duties focused on handling complex legal and policy issues surrounding the acquisition, management, disposal and appraisal of land for the Army. Her expertise includes fee and easement acquisitions, title matters, eminent domain, leasing, use and disposal of land at water resources development projects and on military installations, Base Realignment and Closure, Department of Defense real estate programs and work on behalf of other federal agencies. Liz helped the Army team develop the policy framework for land contributions on cost shared water resources development projects. She was also instrumental in helping the Army dispose of over 200,000 acres of land under all rounds of Base Realignment and Closure.
Liz is most proud of her work providing “reach back” support to deployed service members and civilians on real estate issues during contingency operations and natural disasters, including U.S. military operations in Iraq, Afghanistan and Bosnia and on Hurricane Katrina recovery efforts.
