Amy W. Larson, Esq.
A member of the US Supreme Court Bar and former general counsel of the Federal Maritime Commission, Amy is a nationally recognized expert in federal water resources policy, water transportation regulation and federal appropriations.
Amy's experience in federal water policy spans more than 30 years including multiple leadership roles in the federal government and private sector. By combining deep institutional knowledge with a collaborative style of teaming, she established herself as a preeminent problem-solver in local, regional, and national water issues and policy.
For 11 years, Amy led the National Waterways Conference (NWC), representing a diverse array of stakeholders in waterways and water resources. Her effective advocacy on federal water issues encompassed navigation, flood control, water supply, hydroelectric power, and ecosystem restoration. Key achievements during her tenure include:

Advocating successfully for federal authorization and funding of numerous civil works projects, including multiple testimonies before Congress.

Negotiating a comprehensive Memorandum of Understanding with the U.S. Army Corps of Engineers (USACE), establishing a formal partnership between NWC and USACE.

Conducting extensive educational sessions with USACE leadership on permits, project selection and financing, project acceleration, levee safety, and Section 408.

Engaging industry stakeholders and Congressional staff to promote federal water resources development acts (WRDA) and support civil works programs.
Amy also served as an attorney at the Federal Maritime Commission (FMC) for 15 years, including four years as General Counsel. In this capacity, she oversaw the regulation of ocean-borne transportation in U.S. international commerce and played a pivotal role in major federal water transportation legal disputes. Amy’s specific areas of expertise included all legal and policy matters related to FMC’s responsibilities, adjudicatory and investigative proceedings, rulemaking, international affairs, and agency representation before courts and Congress.
Amy’s remarkable career has earned a well-deserved reputation for excellence in federal water policy. Her strategic insights and leadership significantly advance multifaceted water initiatives and efficiently resolve complex challenges nationwide.
