His extensive government service includes key roles in the Clinton, Bush, and Obama Administrations, where he played pivotal roles in environmental protection, water resources management, and Army operations. As Assistant Secretary of the Army for Civil Works in the Department of Defense, Dr. Westphal demonstrated effective strategic direction for U.S. Army Corps of Engineers operations and oversight. As the Undersecretary of the Army and the Army's Chief Management Officer, he demonstrated exceptional leadership in force management and business operations.
