Tab brings more than four decades of leadership experience with the U.S. Army Corps of Engineers (USACE), including 25 years in the agency's most senior Civil Works executive positions. Throughout his career, he helped shape national policy, direct multi-billion-dollar programs, and influence some of the nation's most important water resources and infrastructure investments.

 

He led the development and execution of Civil Works budgets and programs across the Corps, overseeing annual and supplemental appropriations supporting construction, navigation, flood risk management, hydropower, and environmental infrastructure. His expertise in aligning projects with federal priorities helped secure funding for nationally significant initiatives, including Everglades Restoration, the Soo Locks, Montgomery Lock and Dam, and the Francis Scott Key Bridge recovery.

 

Working closely with the Department of the Army, the Office of Management and Budget, and Congress, Tab played a central role in developing and implementing national Civil Works policy. He led implementation of three Water Resources Development Acts (WRDA), directed the development of more than 70 Chief of Engineers Reports, and helped modernize the Corps' project delivery process through the SMART Planning initiative.

 

Tab advises clients on navigating the Corps' Civil Works programs, developing effective federal engagement strategies, and positioning complex infrastructure projects for success. His firsthand understanding of the Corps' policy, budget, and decision-making processes enables clients to anticipate challenges, identify opportunities, and achieve durable outcomes.
