Former USACE navigation and dredging expert Mark Pointon joins Dawson

Dawson & Associates is pleased to announce that Mark Pointon, an expert in federal coastal navigation, inland navigation and dredging policies, has joined our firm as a Senior Advisor.

From 2012 until 2024, Mark was the Senior Navigation Program Manager for the Army Corps of Engineers Institute for Water Resources (IWR), advising the Chief of Navigation. Mark had responsibility for developing navigation programming and handling the Inland Waterways and Harbor Maintenance Trust Funds. He also served as the Corps expert advisor for related federal advisory committees.


Prior to 2012, Mark spent more than 10 years in the operations and regulatory office at Corps of Engineers Headquarters. He developed the Corps’ annual multi-billion dollar navigation program which included integrating funding from the trust funds.


He also managed the Corps’ operations & maintenance program including annual allocations of project funding, funding reprogramming, and emergency Civil Works allocations.


Mark is a four-time winner of the Army’s Superior Civilian Service Award.
