At a ceremony on August 11, 2023, Lt. Gen. Scott Spellmon, 55th Chief of Engineers, inducted our Dawson & Associates colleague Lloyd Caldwell into the command’s Gallery of Distinguished Civilian Employees. This high honor is a seminal moment in the public-service career of a U.S. Army Corps of Engineers civilian retiree.

Lloyd joined our firm this year after a 40-year career with the U.S. Army Corps of Engineers that included nearly a decade as an Army senior civilian overseeing Corps engineering, construction, environmental remediation and real estate.
For eight years, Lloyd was Director of Military Programs at Corps headquarters leading a budget influence of some $35 billion and a worldwide workforce of over 36,000 professionals. He also frequently led Corps of Engineer project teams on missions including civil works construction, military facilities engineering and construction, environmental remediation, and disaster preparedness and response.
The induction ceremony was part of the “Castle Ball” -- the annual Washington, D.C gala celebrating the history and camaraderie of the U.S. Army Corps of Engineers attended by current and former USACE employees and leaders as well as key industry partners. The event was sponsored by the Army Engineer Association.
