Dave Barrows, former Chief of the Regulatory Technical Section at Army Corps of Engineers HQ rejoins

Dawson & Associates welcomes back Senior Advisor Dave Barrows.


There’s a familiar face at Dawson & Associates these days.  We’re pleased to welcome Dave Barrows, Chief of the Regulatory Technical Section at Army Corps of Engineers Headquarters, back to our firm.


Previously, Dave was a Senior Advisor at Dawson from 1999 to 2009.


With 41 years federal regulatory experience, he has a deep understanding of permitting issues, especially in California, the Pacific Northwest and across the Southern U.S. In addition to his Corps of Engineers experience, he served as Assistant for Regulatory Affairs to the Assistant Secretary of the Army (Civil Works).


Among Dave’s many experiences, he developed and managed the Corps of Engineers Regulatory Program and environmental aspects of the Corps’ Dredging Program.  This included compliance with the Ocean Dumping Act.


Dave also developed agreements between the Corps and the Environmental Protection Agency (EPA) for wetlands enforcement, jurisdiction, and mitigation and wrote portions of the Corps Regulatory and Maintenance Dredging Regulations.


He also served as Chief of Regulatory in Walla Walla, Alaska, and Fort Worth Districts for the Corps of Engineers.


He has a BS from the University of Corpus Christi (now Texas A&M University at Corpus Christi) and an MS from Southwest Texas State University (Now Texas State University).
