Tab’s service in Army Corps of Engineers civilian leadership includes nearly 25 years in senior executive positions at Corps’ divisions and headquarters. This experience gives him a deep understanding of how Corps policies steer its decision making.

As Chief of Programs Integration at Corps headquarters, Tab oversaw the office with principal responsibility for budget policy development and execution of annual and supplemental appropriations for all divisions and districts. His office also developed Civil Works programming involving construction, navigation, flood risk, hydropower and environmental infrastructure. He was adept in finding funds for high profile projects including Everglades Restoration, Soo Locks (MI), Montgomery Lock and Dam (PA) and the Francis Scott Key Bridge (MD).

Tab also spent nine years as Chief of Planning and Policy also at Corps headquarters. He oversaw formation and coordination of Army Civil Works policy with the Department of Army, the Office of Management and Budget and Congress. He led development and implementation of three biennial Water Resources Development (WRDA) Acts, delivery of seventy Chief of Engineers Reports, and the implementation of the SMART Planning initiative.

Tab’s career also includes extensive USACE division experience including five years in the South Atlantic Division as Director, Regional Business, the principal advisor to the Division Commander. His portfolio included engineering project design and construction; resource management; contracting; and $9 billion program management. He led successful efforts to rebuild Tyndall Air Force Base and negotiate an international support agreement with the Panama Canal Authority.
