Senior Advisor
While Director of Civil Works for the Army Corps of Engineers, Steve oversaw development of Federal policy guidance for many of the Corps’ most complex environmental issues.

Steve joined our firm in 2016 after 11 years as Director of Civil Works at Army Corps of Engineers headquarters. Working with the Chief of Engineers and Assistant Secretary of the Army (Civil Works), Steve directed policy development, programming, planning, and construction for Army Civil Works operations. This is a $10 billion annual program of water and related land resources.


During this time, Steve also represented the Corps of Engineers on the World Water Council Board of Governors and on the United Nations’ High-Level Experts and Leaders Panel on Water and Disasters.


A member of the Senior Executive Service since 1996, Steve has served as the Director, Engineering and Technical Services and Director, Programs Management for the Corps of Engineers, South Pacific Division.


From 1988 to 1996, he was Chief, Planning and Engineering Division at the Army Corps of Engineers, Portland District. In total, he spent more than 41 years with the U. S. Army Corps of Engineers.


Steve has published several reports setting strategic direction for the U. S. Army Corps of Engineers including:
