Steve’s 30+ years of legal service with the U.S. Army Corps of Engineers has given him considerable expertise on such environmental and regulatory issues as NEPA compliance and §404 wetlands permitting.
Prior to his retirement from the Corps of Engineers, Steve spent 30 years as District Counsel for the Los Angeles District. His unique longevity as District Counsel for one of the Corps’ largest Districts has provided him extensive first-hand experience with complex legal, policy and political issues involving water resources, civil works and military construction.
Steve has provided legal advice during the preparation of hundreds of environmental assessments and §404(b)(1) analyses, including many environmental impact statements. He also has extensive trial attorney experience in construction law before the Armed Services Board of Contract Appeals and federal litigation experience as counsel assisting the Department of Justice.
