Steve’s 30+ years of legal service with the U.S. Army Corps of Engineers has given him considerable expertise on such environmental and regulatory issues as NEPA compliance and §404 wetlands permitting.
Few people have more experience with federal environmental permitting in the Los Angeles area than Steve Temmel. Steve spent 30 years as District Counsel for US Army Corps of Engineers Los Angeles District. His unique longevity as District Counsel for one of the Corps’ largest Districts gives him extensive first-hand experience with complex legal, policy and political issues involving water resources, civil works and military construction.
Prior to his time in USACE Los Angeles, Steve was Assistant District Counsel in the USACE Chicago and San Francisco Districts.
Steve has provided legal advice during the preparation of hundreds of environmental assessments and §404(b)(1) analyses, including many environmental impact statements. He also has extensive trial attorney experience in construction law before the Armed Services Board of Contract Appeals and federal litigation experience as counsel assisting the Department of Justice.
