Rob’s extensive expertise in water resources planning stems from a long career with the U.S. Army Corps of Engineers, including more than four years as Chief of the Civil Works Programs, Management Division in Washington, DC.

After more than 30 years experience in water resources planning and management, Rob has a deep understanding of the federal rules and regulations involved with Corps of Engineers projects. As Chief of the Civil Works Programs, he had responsibility for the Corps of Engineers’ $5 billion annual civil works program. That included overseeing a staff of 40 and indirectly a total of 38 Civil Districts and 8 regional Division Offices.


Rob was promoted to this position after serving with distinction for several years in the Corps of Engineers’ South Pacific and Great Lakes & Ohio River Divisions. His service in the Great Lakes region involved all aspects Corps activities in 17 states and covered military, environmental restoration, civil works, and hazardous and toxic waste removal. As Chief of Planning in the South Pacific Division, Rob was responsible for the successful development and implementation of the largest planning program in the Corps of Engineers, covering flood damage reduction, navigation, environmental restoration, storm damage prevention, and water supply for the southwestern United States.


Relevant Experience:

  • Vice President, HNTB Corporation with responsibility for managing the firm’s planning, engineering, and architectural support relating to recoveries after Hurricanes Katrina and Rita. As the National Water Resources Practice Leader, Rob led successful efforts to assist the City of Dallas in working through the reaccreditation of the Trinity River levees with an approved Section 408 permit from the Corps of Engineers and exemption from the Corps’ vegetation policy for levees.
