Selected to the Senior Executive Service in 2007, Mike oversaw Corps of Engineers procedures for Sections 10 and 404 permit applications. This included the first update of the Corps Nationwide permit program, negotiations with EPA on excavation and definition of fill, and revisions to the mitigation rule. 

Mike also was responsible for the $2.5 billion operations and maintenance program of Corps navigation locks and waterways projects (including dredging of channels and harbors), dams, lakes and hydropower facilities. He oversaw the first major changes to the Section 408 permit process, which regulated any construction activities that had potential impact on projects that were constructed with Federal funds.

Mike’s background is unique, even within the Corps. He has served the Operations/Regulatory community at the Project, District, Regional and Headquarters levels. He was also actively involved in Federal efforts in Iraq, in New Orleans after Hurricane Katrina, and at Deepwater Horizon. 

Prior to 2007, Mike served for eight years in the Corps’ Nashville District as Chief, Operations and three years in the Fort Worth District as Assistant Chief, Operations. He was also Chief, Environmental Division, Fort Worth District and Executive Assistant in the Southwestern Division and Fort Worth District.

Mike’s career also includes a detail to Office of Management and Budget’s Water Resources Branch.
