With more than 40 years of experience with federal environmental policies, Mike has a thorough understanding of water resources, transportation, infrastructure and public works regulations.
For nearly a decade, Mike negotiated and wrote Congressional legislation involving the Transportation Department, the Environmental Protection Agency, U.S. Army Corps of Engineers (civil programs), and the Tennessee Valley Authority. He was Deputy Chief of Staff for the U.S. House Committee on Transportation and Infrastructure and then Senior Professional Staff Member of the Water Resources and Environment Subcommittee.
Mike’s Capitol Hill experience built on an already significant knowledge of federal water and environmental regulation that stemmed from his 23 years in the U.S. Army Corps of Engineers. Starting in the Corps’ Vicksburg District, Mike served as Chief, Regulatory Functions Branch (Operations) and as Chief, Environmental Resources Branch (Planning).
At Corps Headquarters, he served as Chief, Legislative Affairs Branch and Deputy Chief, Programs Division (Civil Works). As primary Congressional liaison for the Corps of Engineers’ civil works programs, Mike became intimately familiar with the Congressional authorization and budget/appropriations processes.
