Mark Pointon

Senior Advisor
Mark's expertise in federal coastal, inland navigation and dredging policies comes from his career overseeing these rules at senior levels in the Army Corps of Engineers headquarters.

During Mark's successful career in the Corps of Engineers, he held several senior positions overseeing waterways, coastal channels, dredging operations and federal trust funds related to waterways and harbor maintenance.


From 2012 until 2024, Mark was the Senior Navigation Program Manager for the Corps of Engineers Institute for Water Resources (IWR), advising the Chief of Navigation. Mark had responsibility for developing navigation programming and handling the Inland Waterways and Harbor Maintenance Trust Funds. He also served as the Corps expert advisor for related federal advisory committee.


In recognition of his success and expertise, Mark is a four-time winner of the Army’s Superior Civilian Service Award, latest awarded in 2024, one of the Army's highest civilian awards, and a Commander’s Award for Civilian Service.

Given his knowledge of federal dredging policies and procedures, the Corps of Engineers named Mark as head instructor for its dredging education program. He is also a longtime instructor for the Corps internal engineering technical and professional competency programs.


Prior to 2012, Mark spent more than 10 years in the operations and regulatory office at Corps of Engineers Headquarters. He developed the Corps’ annual multi-billion navigation program which included integrating funding from the trust funds. He managed the Corps’ operations & maintenance program including annual allocations of project funding, funding reprogramming, and emergency Civil Works allocations. He developed annual Civil Works budgeting, program and implementation guidance for federal navigation legislation.


Mark also has experience with the Corps of Engineers operations including the Plant Replacement & Improvement Program.

He has written extensively on programmatic and operational matters and guidance. He has authored articles on federal dredging policies, funding issues for port and inland navigation projects, and the federal budget process. He is also a frequent speaker at industry conventions.
