A former Commanding General and Chief of Engineers for the U.S. Army Corps of Engineers, Art has extensive experience with federal construction, environmental, and contracting issues.
For more than 30 years, Art served in the U.S. Army Corps of Engineers, holding leadership positions that have given him a deep understanding of Corps of Engineers’ operations. His career culminated when President George HW Bush appointed him Commanding General and 48th Chief of Engineers of the U.S. Army Corps of Engineers. During this time, Art served as President of the Mississippi River Commission
His experience also includes service as Director of Civil Works in the Corps of Engineers Headquarters and Division Engineer for the Lower Mississippi River Division. He was also a Division Engineer for the Corps’ Pacific Ocean Division.
Art obtained a commission as an Army engineer officer upon his graduation from Saint Lawrence University, where he majored in mathematics. He commanded an armored engineer company in West Germany and an engineer construction company in South Vietnam. During a second tour in South Vietnam, he served as Operations Officer of the 577th Engineer Battalion. He later commanded the 44th Engineer Battalion in South Korea and was an assignment officer at the Army Military Personnel Center.
He served in the Corps' Sacramento District and then as Chief of Staff at Corps Headquarters.
His many citations and awards include the Legion of Merit with two Oak Leaf Clusters, a Bronze Star with Oak Leaf Cluster and Defense Meritorious Service Medal
