With more than 40 years in the US Army Corps of Engineers, Lloyd last served as the senior Department of the Army civilian within the Corps’ worldwide program for engineering, construction, real estate, and environmental activities in support of the Department of Defense, federal agencies, and foreign nations.
During four decades of government service, Lloyd led project teams on major Corps missions including civil works construction, military facilities engineering and construction, environmental remediation, and disaster preparedness and response.
For eight years, Lloyd was Director of Military Programs at Corps headquarters leading a budget influence of some $35 billion and a worldwide workforce of over 36,000 professionals.
At the Corps, Lloyd oversaw program execution and directed policy development and implementation in acquisition, risk management, sustainability/energy planning and design, public-private partnerships, and real estate acquisitions. He was a leader in refreshing Corps contract partnering, establishing centers of expertise, and promulgating best business practices.
Lloyd was instrumental in building strong Corps partnering relationships with multiple federal agencies including the Departments of Veterans Affairs, Energy, Homeland Security, and others. Lloyd also has extensive experience with federal water policy. He was the Corps’ Area Engineer responsible for successful completion of construction of the Tioga-Hammond Dams, the Cowanesque Dam, and Lakes Projects in north central Pennsylvania, as well as for levee construction in the Susquehanna River Basin.
As a senior leader in the Corps’ North Atlantic Division, Lloyd represented the federal government’s interest as the Deputy Federal Commissioner for the Potomac, Susquehanna, and Delaware River Basin Commissions; as well as representing the Corps as a federal partner to the EPA in the Chesapeake Bay Program.
Other Corps assignments include service as Deputy District Engineer for Programs and Projects, Corps’ Europe District; and Chief of Construction, Baltimore District (including Emergency Operations).
