Linda Morrison
Senior Advisor
Linda brings more than 31 years of experience with the Corps of Engineers, including senior level experience in Civil Works and Regulatory Programs for the Assistant Secretary of the Army. She is an expert negotiator and has vast experience with NEPA and permitting processes involving highway, rail and ports.
Linda’s experience includes service as the Assistant Secretary of the Army’s liaison to the Corps of Engineers and the Office of Management and Budget for the Civil Works National Program. While serving on a detail as the Chief of the Regulatory Program, she implemented the Corps’ Mitigation Rule, established a coordination process for the Alaska Natural Gas Transportation Project, and developed a Memorandum of Understanding with the Nuclear Regulatory Commission involving power plant expansions.
While serving as Chief of Operations Division Savannah District, she led a $180 million Civil Works Program including issues relating to navigation, hydropower, and flood control. She served on the Executive Board for the Savannah Harbor Expansion Project.
As Chief of the Baltimore District Regulatory Program, she developed Programmatic State General Permits, received the Vice President’s Hammer Award for Streamlined Transportation Permitting, and led the permitting for the Woodrow Wilson Bridge and the BaltimoreWashington Maglev.
Linda is the former Director of Federal Programs for Golder Associates, one of the world’s largest engineering firms. She built a Federal Program from the ground up, successfully winning multiple major Federal contracts including the Corps of Engineers’ Huntsville DoD Renewables Geothermal contract.
