Jimm’s knowledge of Federal contracting procedures comes from more than three decades experience overseeing contracts for the Army Corps of Engineers.
Federal contracting and acquisition are exceptionally complex practices. Jimm Rich has more than 35 years of contracting experience with the Army Corps of Engineers, including serving as the Chief, Contracting Division for the Corps’ Baltimore, Kansas City and Galveston districts.
Jimm also held management positions on several major Defense Department projects. He was Chief of the Contracting IPT for the $3 billion Pentagon renovation, construction and IT upgrade program from 1999 to 2000.In 2005, he oversaw the Baltimore District’s $4 billion BRAC program.
While at the Baltimore District, Jimm served as the Contracting Officer for the Army’s family housing privatization for which he received the Secretary of the Army’s Outstanding Contracting Officer Specialized Contracting award.
Providing support to the USACE HQ Strategic Sourcing Office, Jimm served as Contracting Officer for all USACE AͲ76 competitions in 2006. This included the Army’s $500+ million enterpriseͲwide IT competition, the largest Ͳ76 competition in the Federal government that year.
Jimm has taught contract management at the Corps' PROSPECT Training Program, the Army’s Command and General Staff College and is currently the Program Coordinator for the Procurement and Contract Management program at the University of Virginia. Active in the National Contract Management Association (NCMA), Jimm sits on the NCMA Board of Advisors and is a career mentor for the NCMA Contract Management Leadership Development Program. A lifelong public servant, Jimm serves on the Presidential Management Fellows Alumni Association Board of Directors.
