After nearly 40 years with the Army Corps of Engineers, including six as head of Civil Works' Programs Integration Division, Gary has extensive knowledge of Corps rules and operations,
Gary's experience with the Army Corps of Engineers includes service as both a military officer and civilian leader. This has given him significant first-hand knowledge of the planning, design, construction, and operations of Corps projects worldwide.
For six years, Gary was in charge of Programs and Project Management for the Corps' Civil Works Directorate. He was responsible for the Corp's $5+ billion annual civil works programs involving navigation, environmental restoration, natural disaster response and waterway regulation.
As Chief of the Programs Integration Directorate he was responsible for preparing the annual Civil Works budget, managing its progress in the Administration and Congress, and managing program execution. He was also responsible for training and development of all Corps Program and Project Managers.
After his retirement, the Corps asked Gary to continue to advise on alternative financing policies for operation and maintenance of USACE Civil Works projects.
Early in Gary's career he was Chief of Civil Programs Management and Director, Programs Management in the USACE Southwestern Division. He was responsible for the region's management of Army and Air Force design and construction and for Civil Works water resources development.
