Senior Advisor
Ed has more than four decades of experience with planning and policy for the water resources program of the U.S. Army Corps of Engineers.

Ed brings multiple talents to Dawson & Associates, including a deep understanding of U.S. Army Corps of Engineers policy and the economics that goes into Corps’ decisions. During his long career with the Corps, Ed served in several capacities including Deputy Assistant Secretary and Acting Assistant Secretary in the Office of the Assistant Secretary of the Army for Civil Works. He also was Chief of the Planning Division at Corps of Engineers Headquarters. 


An economist by training with a specialty in applied economics, Ed has also been a professor at the University of Maryland and Loyola University Maryland. His expertise encompasses feasibility studies, benefit/cost evaluation, and cost-sharing. He has extensive experience offering testimony in support of appropriations and authorizations for Civil Works. 

Ed is the author of many publications and made numerous presentations on Federal water policy and water project formulation and financing. His awards include the Presidential Ranks of Meritorious and Distinguished Executive and the Department of the Army’s Decoration for Exceptional Service.
