Fred Skaer

Senior Advisor
During his 34 year career with the Federal Highway Administration (FHWA), Fred had a central role in setting national highway policy and was instrumental in advancing major projects in virtually every state.

As Director of FHWA’s Office of Project Development and Environmental Review, Fred was responsible for environmental rulemaking and headquarters approval for environmental impact statements on FHWA’s most complex and controversial projects.


Fred also served as staff director of the Interagency Task Force on Environmental Stewardship and Transportation Infrastructure Review, the panel advising the Secretary of Transportation on matters relating to interagency cooperation on highway, aviation, and mass transit projects.


Since retiring from federal service in 2008, Fred has assisted clients in advancing controversial transportation projects and has done pro bono work as a member of project panels overseeing work under the National Cooperative Highway Research Program, an element of the National Academies of Science and Engineering.



Other Experience
  • Personally managed responses to Hurricane Katrina and the I35W bridge collapse that resulted in expedited interagency environmental reviews and approvals for replacement projects

  • Serves on two panels of the National Cooperative Highway Research Program relating to sustainability and NEPA risk management

  • Provided strategic consulting advice to the Washington Department of Transportation and the Seattle Department of Transportation on the Alaskan Way Viaduct and Tunnel project that enabled a bored tunnel solution to move forward

  • Managed a multi-million dollar environmental research program that included development of a transportation-environmental conflict management program in partnership with the Institute for Environmental Conflict Resolution 

  • Performed environmental review assessments on California’s proposed high-speed rail system
