Fred's expertise with federal environmental policy stems from more than 30 years of regulatory and enforcement experience with Army Corps of Engineers, Galveston District
During his 35 year career in the Corps of Engineers' Galveston District, Fred served seven years as head of the Regulatory Branch, eight years as the head of the Policy Analysis Section, and 13 years as head of the Enforcement Section. During this time, he was instrumental in developing and implementing local and national program policies and changes in program regulations.
Fred was one of the original reviewers of the Corps' 1987 Wetland Delineation manual and was the sole Corps regulator involved with the PEMEX oil spill clean-up in South Texas. He had policy-related roles in several litigation cases involving the Corps' pipeline policies, jurisdictions over coastal flats, and the Migratory Bird Rule.
Fred joined the Corps in 1977 as a field biologist performing investigations along the Texas coast. In later. years, he was responsible for jurisdicitonal determinations of Clean Water regulated waters.
