Don is an expert in federal and state water resources policy due to his extensive experience, including 21 years as Administrator of the Tennessee -Tombigbee Waterway Development Authority.

Don’s experience also includes land and water resource issues. He is a former Deputy Assistant Secretary at the U.S. Department of Interior, where he oversaw all land and water resource agencies.


His career also includes service as a principal budget examiner at the Office of Management and Budget, overseeing the Army Corps of Engineers, the Interior Department and the TVA.

  • Past Vice-Chairman of the National Waterways Conference, Inc., the premier national trade association concerned with water transportation 

  • Former U.S. Commissioner and Vice President of the Permanent International Association of Navigational Congresses, an international organization
