Dave has extensive knowledge on environmental and regulatory issues, especially NEPA compliance, water quality and wetlands permitting

With 35 years of federal regulatory experience, Dave has a deep understanding of permitting issues, especially in the Pacific Northwest and across the Southern U.S.

His experience includes serving as Chief of the Regulatory Technical Section at Army Corps of Engineers Headquarters and as Assistant for Regulatory Affairs to the Assistant Secretary of the Army (Civil Works). During his federal service, Dave developed and managed the Corps of Engineers Regulatory Program and environment aspects of the Corps' Dredging Program.  This included compliance with the Ocean Dumping Act.

He developed agreements between the Corps and the Environmental Protection Agency (EPA) for wetland enforcements, jurisdiction, and mitigation and wrote portions of the Corps Regulatory and Maintenance Regulations.

Dave has prepared hundreds of environmental assessments and impact statements, including third-party Corps of Engineers Section 404 EISs.  His projects have included the UC Merced EIS, large residential/planned community projects in California, and transportation, mining, and water projects in Florida and Texas.

He also served as Chief of Regulatory in Walla Walla, Alaska, and Fort Worth Districts for the Corps of Engineers.
