During his remarkable career with the US Army Corps of Engineers, Bob held several key leadership and command positions. Taken together, these offices have given him extensive experience in many of the Corps of Engineers’ major policy issues.

Bob served as principle strategic advisor to the Chief of Engineers and Commander of the U.S. Army Corps of Engineers (USACE). He assisted the Chief of Engineers in setting the strategic direction for USACE, the world’s largest public engineering, design, and construction management agency.

He also served as Chief of Army Environmental Programs in the Pentagon where he developed and managed $1.5 B in annual environmental programs that enabled the Army to maintain compliance with environmental laws worldwide, and execute environmental cleanup and remediation actions.

From 2009 to 2011, Bob commanded the Hurricane Protection Office, a USACE task force responsible for designing and constructing the USACE’s $14+ billion Hurricane Storm Surge System for greater New Orleans.

Bob also commanded the Rock Island District (USACE) where he led the planning for, operations and maintenance of, and construction to support more than $30 billion of Federal navigation, flood risk reduction, hydropower, environmental and recreational infrastructure in parts of five Midwest states.

He was also the Chief of the Crisis Action Plans Branch at U.S. Central Command where he led planners from 62 coalition countries and other national and international partners to develop and implement plans to establish the conditions for regional security, stability, and prosperity in the Middle East.
