Kirk Stark brings to Dawson & Associates more than 30 years experience with the U.S. Army Corps of Engineers Regulatory Program.
Kirk’s service includes 10 years with the U.S. Army Corps of Engineers, Baltimore District; six years at Environmental Protection Agency Headquarters and 16 years at Corps of Engineers Headquarters.
While at Corps of Engineers Headquarters, Kirk developed policy and technical guidance rules, workload indicators and performance measures. He also represented the Corps on dredging and dredged material disposal, serving as co-chair of the joint EPA-Corps of Engineers Inland Testing Manual Workgroup.
While at Environmental Protection Agency Headquarters, Kirk served as Environmental Protection Agency liaison to the Corps of Engineers. His primary focus involved resolving problems on controversial Corps of Engineers EISs and permitting decisions, including working with EPA to prohibit/restrict water projects in accordance with Section 404 (c) Clean Water Act.
Since joining Dawson & Associates, Kirk has worked in conjunction with proposed limestone mining and phosphate mining projects as well as a large-scale master-planned mixed use development involving significant National Environmental Policy Act as well as Clean Water Act and Endangered Species Act issues.
