General Ted Stroup has spent a lifetime in service to the U.S. defense community, which has given him a mastery of federal policies affecting military personnel, readiness and mission execution.

At the time of his retirement from active service, Ted served as the Army’s Deputy Chief of Staff for Personnel, G1. As the Army G1, he was responsible for the entire life cycle of personnel for both Army Soldiers and Civilians. His budget/program responsibility encompassed more than 47% of the Army’s total annual budget. The Army’s personnel center and the Army’s recruiting organizations reported directly to him for mission execution and policy.

Within the U.S. Army Corps of Engineers, he served as the Assistant Director, Civil Works, in Washington, DC and Commander, U.S. Army Corps of Engineers District, Fort Worth, Texas.

After retiring from the Army, Ted spent 16 years (1996–2012) as Vice President for Education for the Association of the United States Army (AUSA) and as Executive Director of the Institute of Land Warfare, the research and policy institute of AUSA.

Earlier in Ted’s career, he served as Director of Programming, Analysis and Evaluation, PAE, responsible for development, presentation and defense of the Army Program Objective Memorandum, POM. This entailed duties of critical analysis of resource plans and programs across the Army in acquisition, logistics, installation management, training, readiness and personnel.

He also served as Director for Military Personnel in the G1 where he was responsible for the architecture and plans for the Army drawdown during the early 90’s. This required engagement and coordination with the Army schools and personnel officials to ensure a successful execution as the drawdown commenced. 

As Deputy Director of a Secretary of Army/Chief of Staff commission, Ted played a significant role in the Army Headquarters implementation of the landmark Goldwater-Nichols Bill. This resulted in the first major Army Headquarters reorganization and realignment since 1957. This realignment introduced a rebalancing of the role of civilian control and oversight of Army direction, policy and operations.

As a combat engineer, he commanded at all levels through battalion.  He was a construction engineer in the U.S. Army Support Command, Vietnam; aide-de-camp to the commanding general of the 1st Logistics Command; commander of Company C, 864th Engineer Battalion (Construction) and Commander, 293rd Engineer Battalion (Combat Heavy).
