Biography

Tom’s federal career spans more than 20 years of legislative and executive branch experience with a focus on energy, natural resources, and science and technology.

As the Assistant Secretary for Policy, Management and Budget at the U.S. Interior Department from 2005 to 2007, Tom was responsible for financial, budget and policy issues spanning Interior’s eight bureaus.  He led the Department’s development of a manual to address adaptive management of climate change on Interior’s lands and waters.

Most recently, from 2007 to 2009, he was minority staff director of the U.S. House Select Committee on Energy Independence and Global Warming.

Previously, he served as Interior’s Principal Deputy Assistant Secretary and Acting Assistant Secretary for Water and Science, overseeing policy and programs of the Bureau of Reclamation and the U.S. Geological Survey.  This included the operations of numerous Western water and power facilities.  During the Administration of President George H.W. Bush, he served as Chief of Staff to Secretary of the Interior Manuel Lujan, Jr. 

Tom’s other legislative branch experience includes more than 10 years with the House Committee on Interior and Insular Affairs (now the Natural Resources Committee) and the Committee on Science and Technology

Tom also served as Legislative Director for National Laboratory Affairs in the University of California’s Washington Office.

A registered professional engineer, Tom also directed the Program Office of the National Academy of Engineering.  During the 1970’s, Tom was a technical staff member at Sandia National Laboratories in Albuquerque and at the Lockheed Missiles and Space Company in California.

Tom is an engineering graduate of Harvey Mudd College, from which he subsequently earned a Masters Degree in systems engineering.  He also has a Masters in Electrical Engineering from the University of Washington
