Biography
With nearly 30 years of experience in the US Army Corps of Engineers Regulatory Program, in two districts, Corps Headquarters and the Office Assistant Secretary of the Army (Civil Works), John has a deep, unique and unmatched knowledge of the program. His service with the Corps included 10 years as the National Program Manager in the Corps Washington, DC Headquarters Office developing policy, evaluating the most difficult regulatory cases elevated to Headquarters for review and managing the nationwide regulatory budget and resource allocation.
From 1985 through 1990 John worked in the Corps Headquarters and the Office, Assistant Secretary of the Army (Civil Works) developing a detailed knowledge of policy development and policy issues in the Corps Regulatory Program. He then utilized that knowledge and experience to lead the Program for over 10 years from 1990 to 2002 as the Chief of the Corps Regulatory Program in Washington, DC. He guided the program through numerous major and controversial issues.
John served in district offices at the beginning and the end of his Federal career from 1981 to 1985 in Savannah and Jacksonville districts and 2002 through 2007 in the Jacksonville District. This field level experience furthered his knowledge of how the Corps regulatory program operates and impacts the regulated public.
John has a Bachelor of Science Degree in Biology from Eastern Michigan University and a Master of Science Degree in Marine Ecology from the University of South Florida.
