Biography
With more than 35 years of experience in the U.S. Army Corps of Engineers and as a senior Congressional staff member, Mike has a thorough understanding of transportation, infrastructure and public works policy and legislation.
From 1994 to 2002, he was Deputy Chief of Staff for the House Committee on Transportation and Infrastructure and Senior Professional Staff Member of the Water Resources and Environment Subcommittee. During these eight years, he gained a mastery of legislation and oversight issues involving the Transportation Department, the Environmental Protection Agency, U.S. Army Corps of Engineers (civil programs), and the Tennessee Valley Authority.
Prior to his Capitol Hill experience, Mike spent 23 years in the U.S. Army Corps of Engineers. Starting in the Corps’ Vicksburg District, Mike began as Chief, Environmental Resources Branch (Planning) and as Chief, Regulatory Functions Branch (Operations).
He rapidly worked his way up and in 1991 was appointed Deputy Chief, Programs Division (Civil Works) in Corps Headquarters. As primary Congressional liaison for the Corps of Engineers’ civil works programs, Mike became intimately familiar with the Congressional budget and authorization processes.
Mike has a Bachelor of Science Degree in Civil Engineering from the University of Mississippi and has completed graduate work in civil and industrial engineering at Mississippi State University. He is a registered Professional Engineer in the State of Mississippi.
