Biography

A civil engineer and attorney, Maj. Gen. Thomas Sands has more than 30 years experience with the U.S. Army Corps of Engineers, including 11 years command experience.

From 1978 to 1989, Gen. Sands was commander of three different divisions in the Corps of Engineers.  As Commander, Lower Mississippi Valley Division (1984-89), he oversaw a staff of more than 5,000 and an annual budget of $800+ million for federal waterway projects within a seven state area. 

From 1981 to 1984, Gen. Sands was Commander, North Atlantic Division.  With a staff of 2,000 and a $500 million budget, he oversaw not only water development issues but also military construction at Army and Air Force airfields.

Prior to this, he spent three years as Commander, New Orleans District, where he managed flood control and navigation projects in a three-state area.

Gen. Sands has a B.S. in Military Engineering from the U.S. Military Academy, an M.S. in Civil Engineering from Texas A&M University and a J.D. from George Mason University.  He is a member of the American Bar Association and the Mississippi State Bar.
