Biography

Newton Klements has more than 30 years legal experience in the federal government. During eight years as Deputy Chief Counsel of the U.S. Army Corps of Engineers (1994-2002), Newton represented the Corps before federal, state, and local governmental entities; before courts and other tribunals; and with the private sector.  He also assisted the Corps' Chief Counsel in leading the Corps’ Legal Services System, comprising 400 attorneys.

Based on his success with the Corps of Engineers, the Transportation Security Administration hired Newton to be its Principal Deputy Chief Counsel (2002-04).  Newton developed standard procedures for the TSA and served as TSA counsel for legislation, authorities,  statutory interpretation, international and operational law, and for field operations.

From 1983-94, Newton was Corps of Engineers Division Counsel (New York).  Among his accomplishments, he developed the acquisition strategy and contractual documents for a $1 billion Army installation expansion (Fort Drum).  He also prepared environmental documentation, sustained in Court challenge, for a $100 million flood control project now in operation.

Newton holds a B.A. degree from Boston University, a J.D. from Fordham University and an L.L.M. degree in corporation law from New York University.
