Biography
Barry Frankel has nearly 30 years experience in the real estate programs of the U.S. Army Corps of Engineers. From 1986 to 2000, he served as Director of Real Estate (Senior Executive, level 5), Headquarters, US Army Corps of Engineers with responsibility for acquisition, outleasing and disposal in support of Army and Air Force programs. Barry also managed the DOD Recruiting Facilities program, the DOD Homeowners Assistance program, and was involved in developing/justifying base closure positions of successive BRAC commissions.
From 1979 to 1986, he served as Deputy Director of the program and prior to this was for five years the Chief of Real Estate, Baltimore District, US Army Corps of Engineers.
From 1966 to 1970, Barry was on active duty in the U.S. Army, after graduating from Engineer OCS. He served in a Construction Battalion in Vietnam and then as Counsel to the Chief of Real Estate, Central Real Estate Office, 1st Log Command. He separated from service as a Captain.
Barry holds a Masters in Public Administration (M.P.A.) from American University and has a J.D. from Brooklyn Law School. He is a graduate of the University of Buffalo and the Industrial College of the Armed Forces.
