Biography

Lloyd Duscha has more than 40 years experience with the Army Corps of Engineers in planning, design, and construction of water resources projects and military facilities. This includes serving as the Deputy Director of the Corps’ Engineering and Construction Directorate with worldwide design and construction responsibilities.

Prior to this, Lloyd was Chief of Engineering, Directorate of Civil Works at the Corps of Engineers Washington headquarters with responsibility for managing the policy and engineering aspects for flood control, water supply and quality, hydropower, and shore protection development.

He served similar positions with the Missouri River Division, Philadelphia District, Garrison District, and the Ballistic Missile Construction Office. 

Since leaving the Corps of Engineers, he has been a consultant to private sector firms, the World Bank and various governments on projects in Asia, Africa, the Middle East, and the United States, including Three Gorges Dam in China and the Mekong Delta in Vietnam.

Mr. Duscha holds a Bachelor of Civil Engineering degree from the University of Minnesota and is a registered professional engineer in Minnesota.
