Biography

Few people have Bob Dawson’s breadth of experience in federal water resources, environmental, and regulatory matters. 

From 1987 to 1989, he was the Associate Director of the White House Office of Management and Budget and was responsible for about one fourth of the federal budget.  His office oversaw budget and policy issues for the U.S. Departments of Agriculture, Energy and Interior, as well as the U.S. Army Corps of Engineers, the Environmental Protection Agency, and the National Aeronautics and Space Administration.

Prior to that, from 1981 to 1987, Mr. Dawson served as a presidential appointee in the U.S. Department of the Army – first as Deputy Assistant Secretary for Civil Works and then promoted to Assistant Secretary for Civil Works, which required U.S. Senate confirmation.   During these years, he led a successful reform of the Army Corps of Engineers’ complex regulatory program and the way water projects are selected and paid for in the United States. 

Mr. Dawson’s career also includes significant Congressional experience including, from 1974 until 1981, serving as Administrator of the House Transportation and Infrastructure CommitteeThere, he negotiated policies that ultimately became laws governing highways and mass transportation, water resource development and environmental protection, and economic development.

Mr. Dawson began his career in public service in 1972 as Legislative Assistant to U.S. Representative Jack Edwards where among other things he handled the Congressman's Defense and Transportation Appropriations Committee work.

Bob is a graduate of Tulane University and the Cumberland School of Law at Samford University.  He is a member of the Alabama Bar.
