Biography
Few people have the federal budget and regulatory experience of Don Crabill. From 1959 to 1987, under seven U.S. Presidents, he served in the Executive Office of the President, Office of Management and Budget (OMB) .
Don’s experience includes 17 years as OMB’s Deputy Associate Director of Natural Resources. In this role, he was intimately involved with budget, legislation, and regulation for the Interior and Agriculture Departments, the Environmental Protection Agency, the Council on Environmental Quality, the Tennessee Valley Authority, the civil functions of the U.S. Army Corps of Engineers, the Western power marketing agencies, and the Panama Canal. In this capacity he was deeply involved in the drafting and negotiation of the seminal environmental legislation of the 1970’s and the development of the implementing regulations, as well as several farm bills and water resources development acts, The Alaska Native Claims Settlement Act, the authorization of the Trans-Alaska pipeline, the Alaska Lands Act, and the analysis of proposed water resource development projects and issues posed by proposed offshore oil leases.
Prior to this, Don was Deputy Chief of the Economics, Science and Technology Division, handling budgets, legislation, and regulations of the departments of Transportation and Commerce, the civilian science agencies and the economic regulatory commissions. From 1960 to 1969, he was a Senior Examiner and then Branch Chief for civil space programs, including NASA and the U.S. Space Council, in which capacity he participated in decisions involving the establishment of NASA, the Presidential decision to undertake the Manned Lunar Landing mission, and the creation of the major development and mission control capacity needed for the mission.
Before joining the Executive office of the President, Don spent four years as an officer in the US Navy serving on destroyers in the Northeast Atlantic and Mediterranean fleets.
Don holds a B.A. from Columbia College and an M.A. in Public Law and Government from Columbia University.
