JOHN J. BURNS

Highlights

Biography

After three decades with the U.S. Army Corps of Engineers, John is an expert in the economic analyses involved with water resources planning and federal policy.

From 1990-2000, John was National Manager for the Army Corps of Engineers’ planning program for large-scale water resources projects, including the $140 million General Investigations Program and Corps’ operations in the Florida Everglades, the Rio Salado, the Oakland Harbor, Savannah Harbor, Columbia River Channel deepening, and New York-New Jersey Harbor navigation. 

As one of the top economists in the Corps of Engineers, John gained a deep understanding of how the Corps applies economic analysis to pending projects.

From 1982-90, John honed his economic skills as Senior Economist and Program Manager at the Corps of Engineers headquarters.  For eight years, he prepared and reviewed economic analyses of water resource efforts involving projects nationwide including the Los Angeles-Long Beach Harbors and the Oakland Harbor. He was also the lead instructor for the Corps’ Planning Principles and Procedures course.

Prior to 1982, John spent 10 years as an economist in the Corps of Engineers’ Jacksonville and Atlanta offices.  He was responsible for economic analysis of large-scale resources projects including the Cross Florida Barge Canal Navigation Project and the Miami Beach/Dade County Storm Damage Prevention and Beach Erosion Control Project.

John received a B.A. in Economics from the University of Minnesota and a M.A. in economics from Michigan State University.
