DAVID F. BASTIAN, P.E.

David F. Bastian retired from the U.S. Army Corps of Engineers where he served as Deputy Chief of Staff for the Commanding General. He also served twice as Assistant Director of Civil Works. His specialty in Headquarters was work in the policy review arena. His career path took from the Waterways Experiment Station to the Institute for Water Resources. Expertise in navigation lead him to be selected by the U.S. Department of State to serve six years as a diplomat in the Republic of Panama on a tri-national treaty organization - the Commission for the Study of Alternatives to the Panama Canal - where he served as Technical Director. He has been a consultant to the Republic of Panama, the State of Florida, and the Corps of Engineers; worked briefly in a hydraulics laboratory in Yugoslavia; and is a Civil War author. He has authored over 50 technical papers and articles, mostly in the fields of navigation and dredging.

Mr. Bastian is a registered professional engineer and holds a degree in civil engineering from the Georgia Institute of Technology and a degree in river engineering from Delft, Netherlands.
