DAVID B. BARROWS

David B. Barrows is a Senior Advisor at Dawson & Associates. Mr. Barrows managed the Corps national "Regulatory Program" working for the Assistant Secretary of the Army for Civil Works, which included the development of nationwide policy on mitigation. He served as senior technical manager for the Section 404(b)(1) Guidelines in the Office of the Chief of Engineers, and managed the Regulatory Branch in Corps Districts in Texas and Alaska.
